Many civil rights groups reported a spike in hate crimes immediately after President Donald Trump's election in 2016 and the increase in the FBI's official numbers is similar to some of those estimates but lower than the most extreme claims. The institution reported five crimes related to race or ethnicity, 11 related to religion, four related to sexual orientation and one related to gender.

As in previous years, the largest number of all types of hate crime incidents against religious groups targeted Jews.

Fifteen of the hate crimes committed in San Leandro previous year were racially motivated.

"It's deeply disturbing to see hate crimes increase for the second year in a row", Greenblatt said.

The Sikh Coalition immediately contested the Federal Bureau of Investigation figures, saying that it was a case of under-reporting.

Aroesty said reports of hate crimes by the general population also are likely to be skewed.




In a news release, the ADL reports nearly 90 cities with populations of more than 100,000 either reported zero hate crimes or did not report any data for 2016.

"If law enforcement agencies fail to document the true extent of hate crimes against our communities, our nation will have a hard time mobilising the political will and resources necessary to prevent and combat the problem", said Singh. More than half of the incidents were motivated by the victim's race, ethnicity or ancestry. Almost 21 percent involved anti-White bias, while 10 percent were anti-Hispanic or Latino crimes, the report said.

Many minorities, including members of the LGBTQ community and immigrants, have a history of underreporting hate crimes to law enforcement because they fear retaliation, she said.

Other police department's may not be this attentive in classifying incidents as hate crimes under the FBI's system. Of the 5,770 known offenders, 46 percent were white and 26 percent were African-American. Over half of the religious-related crimes were anti-Jewish, while a quarter were anti-Muslim, according to statistics. The letter also highlights the coalition's broader priorities to help inform the DOJ's plan of action to prevent and respond to hate violence.

The state of Vermont ranks among the top 10 in the country when it comes to the most hate crimes per capita. However, Pew adds that anti-Muslim intimidation is not at an all-time high.

The FBI has been gathering hate crime data since 1992.
