To Mr Kejriwal's comments, Amarinder Singh said that such a meeting of chief ministers would serve no goal.

Earlier, Chief Minister Arvind Kejriwal said, if the need arises decision on Odd-Even formula will be taken by today or tomorrow.

Delhi Transport Minister Kailash Gahlot on Thursday urged people to cooperate with the odd-even scheme which would be implemented in the national capital for a five-day period from November 13 to November 17.

"Already in touch with states in NCR region, asked them to implement graded action plan".

The tribunal also banned the plying of trucks that carry construction material such as sand and cement within the capital.

"If everyone, central government, UP, Punjab and Haryana governments, come together & put aside politics a solution can be found", he added. "Unless the governments there don't find economically viable alternatives, this won't stop", said the Chief Minister after inaugurating air quality monitoring stations in Delhi. The Health and Family Welfare Ministry Secretary was asked to provide details of the preparedness of government hospitals to treat patents affected by high pollution levels. "The State can not leave its citizens to die due to the toxic haze", an NHRC statement read.

The statement quoted Amarinder as saying: "Most of north India, including the national capital New Delhi, is now in the throes of a pollution crisis, induced largely by burning of paddy straw in the paddy-growing areas of Punjab, Haryana and Uttar Pradesh".

Issuing a slew of directions as immediate measures to control pollution in Delhi-NCR, the court banned felling of trees, ordered sprinkling of water on roads to control dust and strict enforcement of construction code to ensure that the air is not polluted further.

The four-time hike in parking fee was announced as Delhi continued to choke on the smog, triggering the authorities to order the closure of schools and colleges till Sunday.

Lt Governor Anil Baijal has directed that agencies such as the municipal corporations and the Delhi Metro should strictly enforce the decisions taken by the EPCA, including hiking parking fares by four times.
