Tampa neighborhood 'held hostage' as fourth victim murdered

TAMPA | An unidentified man who appeared on surveillance video near two of four shootings in a Florida neighborhood is officially a suspect, police said Wednesday.

The suspect is a black man, about 6 feet to 6 feet 2 inches tall with a thin build. Dugan said he has a "unique walk" and posture in both videos.

"I don't believe in coincidence that the same person was around at the same time that two people were murdered", Dugan told a news conference.

The shooting happened just blocks from a memorial for the victims of three other shootings that police believe are linked: Benjamin Mitchell, 22, killed Oct. 9; Monica Hoffa, 32, found dead Oct. 13; and Anthony Naiboa, 20, killed Oct. 19.

"Someone has to know who this individual is", Dugan said.

Tampa Police Chief Brian Dugan said the department received 450 tips following the fatal shooting of Ronald Felton, 60, early Tuesday morning, the Tampa Bay Times reported.

- There's renewed fervor in the investigation into three killings in SE Seminole Heights after a fourth person became a victim early Tuesday morning.

The reward for information leading to the killer's arrest has been raised to $91,000 thanks to funds donated from the Federal Bureau of Investigation.




"This person is able to flip a switch and go out there and murder someone", Dugan said.

Police have also ordered residents to keep their porch lights on between the hours of 6pm and 6am, since the killer strikes under the cover of darkness. Police said Felton, a construction worker, and father of three adult children, was crossing the street when a man dressed in all black came up behind him and shot him. He was armed with a large black pistol and was last seen wearing all black clothing.

Tampa Mayor Bob Buckhorn added: "This has got to stop". "That is why we are doing this appeal - to have someone tell us who is in that video".

The police department is working on a serial killer theory. He was shot and killed steps from his home while waiting for a bus at North 15th Street at Frierson Avenue on October 9.

The brief bit of new surveillance video released Tuesday shows a person walking, but the surrounding area is shaded out. A city employee found her body two days afterward in a vacant parking lot half a mile from where Mitchell died.

October 19, Anthony Naiboa, 20, was shot after taking the wrong bus home from his new job.

In late October, officials released grainy video of a person running near the scene of Mitchell's killing in hopes of getting witnesses to come forward.
