Japan's Abe rejects calls for apology to 'comfort women'

In 1965, it struck a deal with South Korea when the two nations normalised ties to completely settle all civilian-related issues, including the comfort women and requisitioned workers during the war.

"Estonia and Japan are separated by thousands of kilometres, but tightly connected by a digital umbilical cord", Ratas said, adding that "Japan will soon become a contributing participant with regard to the NATO Cooperative Cyber Defence Center of Excellence, which is located in Tallinn". And Japan, increasingly anxious about digital threats from the likes of North Korea and China, is turning to the Baltic state for cooperation in fears of massive harm should such critical infrastructure as nuclear power plants be targeted.

But negotiations on how to use the funds or any extra measures for the victims are expected to face a tough road ahead as Japan remains defiant.

Moon said at the time that a grave fault was found in procedures and contents of the 2015 negotiations between the two governments that proved to be a costly blunder. "It is a universal principle that bilateral agreements are followed", Mr Abe said yesterday.

In his first public response to Mr Moon's comments, Mr Abe said yesterday: "Such unilateral demands that Japan take additional steps are absolutely unacceptable". Following Moon's remarks, the Japanese government reportedly filed a formal protest with the South Korean Embassy in Tokyo.

The issue of women forced into sexual slavery for Japanese troops in World War II has roiled relations between the neighbours - both of them U.S. allies and both threatened by nuclear-armed North Korea - for decades.

Japanese media reports have said Abe may not attend the Winter Olympic Games in Pyeongchang, South Korea next month because of the feud, although the government's top spokesman said on Thursday that it had not been decided.

"I think that the North Atlantic Treaty Organisation centre provides us with a kind of information and a way we can cooperate together", he added.

The deal prompted strong protests from some victims and their rights groups here. He has pursued a "two track" approach of separating historical issues from current affairs to build a "future-oriented" relationship with Japan.
