Former Vikings quarterback Rich Gannon turned down an opportunity to join the coaching staff being assembled by new Oakland Raiders coach Jon Gruden.

Gruden's hire provoked some suspicion nearly immediately upon being reported last week.

Davis said Tuesday at the news conference introducing Gruden as coach that he had been trying to make the move for six years and finally believed it would happen after a meeting in Philadelphia on Christmas Eve, the day before the former Bucs coach worked a game between the Raiders and Eagles on ESPN.

The Fritz Pollard Alliance called for the investigation Wednesday out of concern that the team owner, Mark Davis, came to an agreement with Gruden before the team interviewed any minority candidates, as required by the National Football League since 2003.

Ex-Lions general manager Matt Millen was fined $200,000 for failing to adhere to the "Rooney Rule" when he hired Steve Mariucci in 2003. He made Art Shell the first African-American head coach in the modern era.

The Rooney Rule requires teams to interview at least one minority candidate as part of an open process.

Wyche reported on NFL Network's Up to the Minute Live that the revised timeline of Gruden's hiring led to the Fritz Pollard Alliance's investigation request.

Raiders coach Jack Del Rio was sacked a week later and Gruden was appointed on January 6, appearing to make it unlikely that any other candidate was interviewed.

Gruden's career winning percentage during his first tenure as the team's head coach. "But if there is a closed process and those minority candidates were going through the motions and had no idea there was already an agreement, that is not fair to them and it is not fair to the next guy coming up through the ranks". And you also can't play games with the aspirations of two brothers simply because you want to give the APPEARANCE of compliance on the Rooney rule.

Gruden did note that he has to finish hiring a coaching staff before a plan can be fully implemented. Overall, he is 95-81 in 11 regular seasons and 100-85 including the postseason.

The Raiders hired Gruden and signed him to a 10-year contract this week.
