"Canada's complaint is bad for Canada". The US, which has threatened to scrap trade deals between the two, has called the move "ill-advised".

The complaint covers actions taken against not just Canada but countries all around the world, from Japan to South Africa.

Canada claims the U.S.is guilty of breaking three basic WTO rules: the anti-dumping agreement, another on subsidies and a third on understanding the settlement of disputes mechanism.

Filing the complaint is referred to as a request for consultations.

The filing also complained about US treatment of export controls as well as the imposition of retroactive tariffs.

Canadian Foreign Minister Chrystia Freeland said the legal action was in response to "unfair and unwarranted" United States duties against Canada's softwood lumber producers, and is part of a "broader litigation" to defend its forestry jobs.

The action comes amid disputes between the two countries over areas such as dairy, aircraft sales and lumber as well as efforts to renegotiate the North American Free Trade Agreement. But he questioned the strategic logic of antagonizing the Trump administration in the midst of NAFTA talks.

Canada has filed a comprehensive complaint with the World Trade Organization accusing the United States of breaking worldwide trade rules.




"Canada's new request for consultations at the WTO is a broad and ill-advised attack on the USA trade remedies system", Lighthizer said in a Wednesday statement.

"Canada is acting against its own workers' and businesses' interests", he said.

"In a normal situation you wouldn't expect this to impact the long-term trading relationship that we've got under NAFTA", he said.

Indeed, the Trump administration wasted no time expressing its displeasure.

Canada's $65-billion-a-year forest products industry represents 2 per cent of the country's Gross Domestic Product and is one of Canada's largest employers, operating in over 600 communities, providing 230,000 direct jobs, and 1 million indirect jobs across the country.
