Triple talaq bill: Congress issues whip for its members in Rajya Sabha

Parliamentary Affairs Minister Ananth Kumar on Friday blamed the Congress party for stalling the triple talaq bill which was to be presented in the Rajya Sabha. "Congress is always in favour of the people", Congress leader Mallikarjun Kharge said.

In the Rajya Sabha, less than a week later, the Opposition came together to make this demand much more forcefully. Why these objections were not raised in the lower House and recorded, even if due to the majority the ruling party commanded, the passage of the Bill could still not be stalled, is beyond ones' comprehension.

The Board has also requested opposition leaders to appeal to the President not to sign any such ordinance if it is sent to him, said Nomani.

Having said that, in the specific case the real reason why the Opposition is dragging its feet on passing the triple talaq Bill is that, true to type, it is keen to appease the conservative lobby among the Muslims, which essentially controls the community's dominant narrative. Neither the Government nor the Opposition backed off from their respective demands - the former pressing to get the Bill cleared by the Upper House, the insisting it be referred to a select committee.

"We are committed to it (bill) and assure the Muslim women that this illegal practice (of instant triple talaq) will be abolished", said Mr Naqvi.




"On one hand, you are sending the man to jail, but on the other hand there is no clarification about who will provide maintenance for the woman and her child, so there are many loopholes", Congress Lok Sabha member Ranjeet Ranjan told ANI.

"The Opposition obstructed the (OBC Commission) Bill with a meaningless amendment in the Rajya Sabha". The upper house has been adjourned multiple times this week over the bill that was briefly discussed in the house. The first, is the argument made mainly by the Left parties that instant triple talaq is a civil matter which is being criminalised.

With no consensus on the bill even today, it's likely that the bill would be moved to the next session of the Parliament.

The highlight of the 22-day session that began on December 15 was the Muslim Women (Protection of Rights on Marriage) Bill, 2017.
