"We must not be silent", U.S. Ambassador to the United Nations Nikki Haley said on Tuesday.

Russia's deputy foreign minister, Sergei Ryabkov, has portrayed the Security Council meeting as an American attempt to violate Iran's sovereignty.

Swedish Foreign Minister Margot Wasllström said in a statement about recent unrest in Iran that she had rejected the U.S. proposal to bring Iran's case to the Security Council.

"The government's instruction to the Revolutionary Guards to hit hard against the protesters, and the judiciary's threats of harsh punishment, are unacceptable", said a statement by four special rapporteurs, human rights experts who volunteer their time, released by the Office of the U.N. High Commissioner for Human Rights.

The Trump administration has taken a vocal approach to the situation in Iran, where at least 21 people have been killed and over 1,000 arrested as Iranians take to the streets to protest against the regime.

U.S. President Donald Trump and members of his administration have praised the anti-government protesters as people standing up to a repressive and corrupt regime. "The Iranian regime is now on notice, the world will be watching what you do".

In a separate interview with RIA Novosti, Ryabkov said that his country rejected U.S. threats to expand sanctions against Russian Federation and to impose new sanctions against Iran. China, Bolivia and new member Equatorial Guinea are the countries most likely to have an objection, as they claim the protest is an internal matter for Iran and not a matter that involves worldwide peace and security. Maryam Rajavi of the National Council of Resistance of Iran called in a video statement for the Security Council to "stand with the Iranian people in their struggle for freedom, democracy and human rights".

The president's tweets have not called for violence or disruptive acts, but he has commended them.

While the USA and its European partners - including the United Kingdom, France and Germany - all fundamentally support the right of Iranian demonstrators to peacefully protest, they disagree in their analysis of where the situation on the ground is headed and over the strategic value of ramping up the rhetoric publicly, sources have told CNN. "The people of Iran are crying out for freedom".

They were followed by large pro-government rallies in Tehran and a the cities of Kerman and Tabriz, all of which were widely covered by Iranian state television.
