Reuters reported the roof of the bus was cut off to rescue passengers.

A passenger, who had his right leg bandaged, said the double-decker was going fast when the accident happened.

Fourteen people were injured last April when a double-decker tram tipped over, with a 23-year-old driver later arrested for risky driving causing harm to others.

Chief Executive Lam Cheng Yuet-ngor speaks to reporters in the Prince of Wales Hospital after visiting the injured of the earlier bus overturns on February 10, 2018. The police said that they will need to expand the road blog and send more personnel to the scene for the investigation.

Photos and videos published by local media or posted by users on social media showed the gold-colored bus lying on its side while emergency workers rushed to treat injured passengers nearby.

A police spokesman said three women and 15 men were killed in the accident.

Police told Xinhua earlier that 19 people were killed but the death toll was later revised down to 18.

One passenger was sent to Prince of Wales Hospital in Sha Tin in a "half-conscious" state, according to the force.

The bus was operated by the Kowloon Motor Bus Company (KMB) - the largest franchise in Hong Kong.

So said the driver was familiar with the route and had not been working overtime recently.

Such an accident is seen as very rare in Hong Kong.

The injured are being taken to hospitals across Hong Kong and rescuers are still trying to release people trapped inside.

In September a year ago, three people were killed when a double-decker bus mounted a pavement in Sham Shui Po.
