Many in his party are angry he wanted the foreign minister position

  • Merkel has left herself with precious little room for manouvre

"I hereby renounce joining the federal government and at the same time implore that this should be an end to debates about personalities" within the SPD, Schulz said in a statement.

It was Schulz's second major U-turn since the September elections that ground the storied centre-left party down to just 20.5% of the vote.

The deal Wednesday morning between the CDU and coalition partners, the Christian Social Union (CSU) and the Social Democrats (SPD) ensures that Merkel, who has already served for more than 12 years, will get another term in office.

Many Social Democrats have blamed their poor showing on the party's membership in the previous "grand coalition".

Kevin Kuehnert, leader of the SPD youth wing, had strongly criticised the focus on staffing over policy in recent days and said some of the top brass needed "to put their ego on the back burner" so members due to vote on the coalition could focus on evaluating the content of the agreement instead.

There was no sign of an imminent end to talks between Merkel's Union bloc and the Social Democrats early Wednesday, some 21 hours into what party leaders have said should be the final round of negotiations.

The coalition agreement "certainly won't simply be waved through", CDU MP Sylvia Pantel told mass-market daily Bild.

Senior figures of Social Democratic Party (SPD), including the current Foreign Minister Sigmar Gabriel, have publicly criticized Schulz and accused him of not keeping his promises. He also wants to create the post of European Union finance minister.

"What's left is regret at how little respect there is in the SPD in our dealings with one another, and how little someone's word counts for", Mr Gabriel told German television in an outspoken attack on his former friend. The results will be announced on March 4, according to party officials.

If a deal emerges, it won't bring an immediate end to the political limbo following Germany's September 24 election. He reversed that position under pressure in November after Merkel's talks with the Greens and Free Democrats to form a multi-party government collapsed in acrimony.
