Following the discovery of a mass grave in the village of Inn Din in late December, the Myanmar military, however, admitted that members of the security forces and Rakhine villagers had unlawfully killed 10 men and violated the "rules of engagement".

Myanmar's government, for its part, says the Rohingya - whom it calls "Bengalis" - burned their own homes as they left their villages.

Rights groups and the United Nations have warned against a hasty return of the refugees, saying that they will continue to face repression and discrimination in Buddhist-majority Myanmar, where they are considered illegal immigrants from Bangladesh and are denied citizenship and access to basic services.

"The government's clearing of dozens of villages only heightens concerns about Rohingya families being able to return home", Adams said.

"I've heard that authorities are working on the resettlement projects for the refugees who are returning homes", he told RFA.

HRW has called on the Burmese authorities to allow a United Nations fact-finding team in to Rakhine state. The country also blocked access for all independent media and human rights groups to northern Rakhine.

UNICEF says that immediate and unimpeded access to all children in the state is imperative, as well as longer-term efforts to address intercommunal tension and promote social cohesion.
