Austin Police Chief Brian Manley said he realised "your bombings are meant to send a message" and appealed to whoever is responsible to make it clear what the problem might be.

Two men were injured last night by the latest bomb, which police said may have been activated by a trip wire across a sidewalk.

"We are clearly dealing with a serial bomber", Austin Police Chief Brian Manley said in a Monday press conference.

"The device's success, despite significantly different design, further suggests that the bombmaker behind these attacks is an accomplished one, and has likely to have received some training, perhaps as a military or police explosive ordnance disposal technician", the group said.

The first bombing occurred on March 2 and killed Anthony Stephan House, a 39-year-old black man.

"The bomber has shown his ability to change the way he constructs these devices", Combs told KUT.

The new blast, which left two people in hospital, was triggered by a tripwire and demonstrated what police said was a "higher level of sophistication" than the package bombs used in the previous three attacks.

The package on Sunday was left on the side of the road.

People in Austin have again been warned not to touch any packages which turn up unexpectedly at their homes, and now the bombs have taken on an added level of sophistication any random package anywhere must be considered a potential bomb.




He said "It's one of those things. that happens elsewhere". "It's more sophisticated. It's not targeted to individuals". The attack differed from three earlier blasts in Austin this month, which were caused by package bombs left on people's doorsteps.

Manley last week urged residents receiving unexpected packages to call authorities without touching or opening them, and police responded to hundreds of calls about suspicious packages but didn't find anything risky.

Manley said that more than 500 federal agents were involved in the investigation, including from the Federal Bureau of Investigation and US Bureau of Alcohol, Tobacco, Firearms and Explosives. Manley said that a 22-year-old man and a 23-year-old man were walking near a fence when they inadvertently set off the bomb. It's a family neighborhood. "Everything from lint to fiber to DNA to how the electronic parts are cut", said Fred Burton, chief security officer for Stratfor, a private intelligence and security consulting firm based in Austin. "The trip wire definitely instilled some fear into this neighbourhood".

The latest explosion raises the fear that simply walking outside - particularly in the dark when a thin tripwire will be nearly impossible to spot - could prove fatal. "I'm not a scared person, but this feels very next-door-neighbor kind of stuff".

Investigators are still looking for the culprits behind the three parcel bombs that exploded in three separate east side neighborhoods of the city, killing two African-American males and leaving a 75-year-old Hispanic woman fighting for her life.

And a D.C. -area chapter of the NAACP tweeted that had these bombings occurred in affluent, predominantly white neighborhoods, Trump would have weighed in by now. She is Hispanic, and the other victims are black, so police aren't ruling out the possibility of a hate crime.

Mr Manley announced the new $100,000 reward, offered by U.S. federal agencies.

"We will have to determine if we see a specific ideology behind this".

That might help explain why Austin police reached out to contact the bomber or bombers on Sunday to try to discuss what might be behind the attacks.
