In a speech in Virginia on Tuesday, Tillerson said Chinese investment has the potential to address Africa's infrastructure gap.

The relationship between the United States and Africa under President Trumps administration did not necessarily begin on the best note with the president's tough stance on immigration which is affecting many Africans in the diaspora and on the continent; condescending comments made by the president, which he publicly denied afterwards; and the recent disagreement with some East African leaders on the importation of second-hand clothes.

Trump hasn't announced a signature initiative to help the continent, such as the PEPFAR program for HIV/AIDS that George W. Bush started, and many of his sweeping budget cuts affect overseas programs that disproportionately help Africa.




The benefactors are Nigeria, Ethiopia, Somalia, and South Sudan, as well as countries in the Lake Chad region. About 100 protesters gathered outside Tillerson's Washington office the day before his departure.

China is aggressively working to expand its regional influence, which is something of concern to US lawmakers.

Tillerson will also visit Kenya, where the political system is in turmoil over disputes related to President Uhuru Kenyatta's re-election.

"The American people, as we always have been, are there to partner with African countries to ensure their most vulnerable populations receive life-saving assistance". But word emerged Tuesday that the administration would start approving elephant trophy importing on a "case-by-case" basis.

In Ethiopia, for example, total US investment of around $567 million, is dwarfed by Chinese investments, which are more than $15 billion, according to the State Department.

It noted further that "humanitarian aid is truly life-saving", adding also that "this assistance will not solve these crises, most of which are largely manmade", and calling on all parties to allow aid workers safe and unhindered access to help communities in need. The energy behemoth has significant business dealings in sub-Saharan Africa, including in Chad, Nigeria and Equatorial Guinea.
