Kim's nukes have become rapidly more unsafe over the past few years, firing scores of missiles and last year and detonating an H-bomb.

The North has not conducted a missile test since November 28 past year.

There has been a pressing need for the denuclearisation of North Korea by Japan, the US, China and South Korea.

Pyongyang is "unlikely to abandon its quest for a nuclear arsenal so close to fulfilment", the report claims, although it notes that Kim Jong-un "is ruthless, like other Communist dictators before him, but he is rational" and "can be dissuaded from the use of nuclear weapons, by means of a policy of deterrence and containment".

The WannaCry ransomware attack infected hundreds of thousands of computers worldwide and crippled parts of Britain's National Health Service in May.

Any use of such long-range weapons would lead to "devastating military consequences", the report said.

Kim's predecessors, grandfather Kim Il-sung and father Kim Jong-il, both promised not to pursue nuclear weapons but secretly maintained programs to develop them, culminating in the North's first nuclear test in 2006 under Kim Jong-il.

Based on the tests, experts said North Korea could probably get a missile to hit the USA mainland - but still lacked the technology to carry a heavy nuclear warhead that far.

"It seems like Kim Jong Un's recent visit to China is showing some results", the source said, referring to an anticipated relaxation of trade restrictions in response to recent China-North Korea diplomatic contacts.

North Korea came dangerously close to war with the United States previous year as Trump promised "fire and fury" in response to Kim.

The select committee report also covers the cyber threat posed by North Korea - which was blamed for the WannaCry ransomware attack which struck computers at NHS trusts previous year.

'Nevertheless, the Wannacry attack highlighted basic vulnerabilities in United Kingdom information technology systems.

Kim Jong Un could launch a nuclear strike on the U.S. as early as July 2018.

Moon's top security advisor, Chung Eui-yong, travelled to Pyongyang last month to meet Kim and to Washington D.C. and reached on agreements on the inter-Korean summit, as well as on a proposed US-North Korea summit.

A time and place have not been set for the Trump-Kim meeting to discuss denuclearization.
