If 4,000 troops were deployed, that would be about double the current USA military presence in Syria and about half as many as the number of U.S. troops in Iraq.

Rios said the added troops are unnecessary and that arrests at the U.S. -Mexico border are at an all-time low.

The Republican governors of Arizona and Texas have already deployed troops.

Ranchers living near the Arizona-Mexico border hope National Guard troops will help increase border security.

"This (deployment) isn't specifically around a border wall", Ducey said.

Gov. Doug Ducey addressed part of the force at Papago Park Military Reservation.

"It will make a difference because I psychologically if the people that want to cross think that it's going to be harder, then they are going to take more time to think about it and if it's really worth it", said the rancher. "You show me somebody who is for drug cartels or human trafficking or this ammunition that's coming over a wide-open and unprotected border here".

The governor met with New Mexico National Guard leaders over the weekend to determine deployment plans and duty assignments, The Washington Post reported.

Secretary of Defense Jim Mattis last week signed an order for "up to 4,000 National Guard personnel" to support the Department of Homeland Security's southern border security mission through to the end of September, the Defense Department said.




Arizona's governor has cited a "surge" of border crossings in March as one of the reasons for his decision to send members of the state's National Guard to the U.S. Mexico border to help fight illegal immigration and drug trafficking.

The department said the troops would not carry out law enforcement activities without the defense secretary's approval and would be armed only in "circumstances that might require self-defense".

El Paso Sector Chief Patrol Agent Aaron Hull says those troops are nowhere near deploying yet.

The troops have been barred from interacting with migrants or any people that Border Patrol agents detain.

The New Mexico Guard members could help with air support, surveillance and infrastructure repairs, Hull said.

After plunging at the start of Trump's presidency, the numbers of migrants apprehended at the southwest border have started to rise in line with historical trends.

In California, Brown's spokesman, Evan Westrup, said Monday that state officials are still reviewing Trump's troop request.

National Guard troops were also sent to the border to assist by President George W. Bush in 2006 and President Barack Obama in 2010.
