It began around 12.50 pm (0820 GMT) when the militants detonated a auto bomb at the entrance to the city finance department, "opening the way for a number of armed attackers to enter the building", Nangarhar provincial governor's spokesman Attaullah Khogyani told AFP.

Earlier, he said there had been two explosions.

Governor Spokesman Attaullah Khogyani told Pajhwok Afghan News nine people have been killed and 39 others injured so far in the attack.

No one immediately claimed responsibility for the attack.

The Taliban have seized control of districts across the country, and the two groups have carried out attacks in the Afghan capital, Kabul, in recent months that killed scores of people. There were multiple blasts as they fought off security forces in a gun battle that lasted much of the day.

Gunmen rushed the building following the first blast at the entrance, a member of the provincial council told Reuters. More explosions were heard later coming from inside the building, the official added.

At least four attackers armed with rocket-propelled grenades and machine guns were fighting police, he said. However, the Taliban is now taking part in its annual spring offensive and has launched a number of attacks in recent weeks. Some areas of the province are a stronghold of the ISIS group but Taliban fighters are also active there.

Previous year the United States increased its support to struggling Afghan forces, announcing plans for thousands of additional advisers and more air strikes in an effort to force the Taliban to enter peace negotiations.
