Following an unusually provocative 2017 in which his engineers tested a purported thermonuclear warhead and three long-range missiles theoretically capable of striking mainland USA cities, Kim has engaged in a flurry of diplomatic activity in recent months.

The man had been making rounds near the Marina Bay Sands hotel and the Esplanade yesterday ahead of the summit on June 12, when the actual Kim Jong Un will meet with Trump - the first time a North Korean leader comes face to face with a sitting U.S. president.

Aides are cautiously optimistic this time will be different, even as they continue to express private misgivings about the compressed timeline to arrange the meeting.

Kim is considered the North Korean leader's right-hand man and serves as the vice central committee chairman of the North's ruling Workers' Party.

That may mean they will look for confidence-building measures, such as a reduction in USA troops in South Korea or joint military drills.




"What is unclear to Chairman Kim Jong Un is not the will for denuclearisation, but the concern that if (North Korea) denuclearises, whether the U.S. can end hostile relations and guarantee the security of the (Kim) regime", Mr Moon said.

Since then, North Korea has rejected U.S. demands for it to unilaterally abandon its nuclear weapons programme that experts say could threaten the United States.

White House officials also noted that North Korean representatives failed to show at numerous meetings to plan the logistics of the June 12 summit in Singapore.

The former intelligence official also discussed his concern that demanding that North Korea entirely give up its nuclear program could end "in a very bad place".

The Blue House said on Monday that discussions on Mr Moon's potential involvement in the US-North Korea event were at an early stage. "Based on the tremendous anger and open hostility displayed in your most recent statement, I feel it is inappropriate, at this time, to have this long-planned meeting", Trump wrote.

Across Asia, administration officials have been dispatched to carry out Trump's directive.

China, South Korea and the U.S. all back denuclearisation of the Korean Peninsula, but differ on how to make that happen.

Some U.S. officials have talked about a comprehensive one-shot deal in which North Korea fully eliminates its nukes first and receives rewards later.

North Korea has tested dozens of missiles of various types in the past two years, including one launch of its largest-ever intercontinental ballistic missile, which is theoretically capable of hitting anywhere in the United States, on 29 November. Trump, who has since teased that the summit might still happen, tweeted about the diplomatic efforts in North Korea late Sunday afternoon, expressing his optimism that the US team's arrangements will pan out.
