In a 8 a.m. update, National Hurricane Center forecasters said sustained winds dropped slightly to 130 miles per hour but restrengthening is expected to begin later today, with the storm likely to make landfall along the North or SC coast by Thursday. Hurricane watches and storm surge watches have been issued from Edisto Beach, S.C.

A storm as big as Hurricane Florence will hit with a "one-two punch" deluge of water, Erik Salna, the associate director of the International Hurricane Research Center at Florida International University, says. "It is likely some areas will flood that have never flooded before".

"The coast could see 10-to-12 feet of storm surge plus tides, and cause quite a mess across a stretch of the coast from Cape Fear to Cape Lookout and western Pamlico Sound", he said.

At the same time Florence is expected to make its landfall, another storm, Isaac, is forecast to be at or near hurricane strength as it moves across the Lesser Antilles and into the eastern Caribbean Sea.

Storm surge flooding is expected to be significant along the low-lying coast of North and SC and Virginia. Then, the strong winds, which may be higher than the other hurricanes that we have recently experienced.

South Carolina's governor ordered the state's entire coastline evacuated starting at noon Tuesday and predicted that 1 million people would flee as highways reverse directions.

Anywhere from 2 to 6 feet of storm surge may occur in other areas - as far south as Charleston, South Carolina and as far north as the Virginia coast.

The rain could lead to life-threatening flash flooding.

President Donald Trump on Tuesday said the federal government would spare no expense in responding to the likely damage from Hurricane Florence, which is forecast to slam the Carolina coast later this week.

Rain from Hurricane Florence falling on this saturated ground will bring a widespread and severe flooding event.

North Carolina Gov. Roy Cooper said his state was "in the bullseye" of the storm and urged people to "get ready now".

During a typical Atlantic hurricane season, the bulk of hurricanes are steered by a high-pressure system that sits around Bermuda.

The NHC warned that hurricane force winds may extend 65 kilometers from the center and tropical-storm-force winds may reach 240 kilometers outward.

A warm ocean gives hurricanes their fuel, and Florence is moving over an area with water temperatures nearing 85 degrees, hurricane specialist Eric Blake wrote.

The first significant impact will be from the hurricane force winds.

"We can not emphasize the importance to take action now", he said.

States of emergency have also been declared in Maryland and Virginia.

Liz Browning Fox was planning to ride out the storm on the Outer Banks, defying evacuation orders.
