Helene is among a glut of tropical storms brewing in the region, with mass evacuations under way in southern U.S. states as Florence barrels across Virginia and the Carolinas.

The storm's eye was about 145 miles southeast of Wilmington as of 11 a.m., the briefing said. This rainfall may cause unsafe flash flooding. Maximum sustained winds are near 60 miles per hour or 95 km/h.

There are now two more tropical storms in the Atlantic - Joyce and Isaac - and a category 1 hurricane named Helen.

Isaac has weakened to a tropical storm, but as it gets closer to the Lesser Antilles with a threat of strong winds and heavy rains, a hurricane watch has been issued for Guadeloupe, Martinique and Dominica, while Antigua and Montserrat are under tropical storm watch.

With Hurricane Florence, numerous coastline will see water levels from the storm surge rise over 3 feet, with some families seeing over 9 feet of water near their homes.

Rain projections also increased, with some locations along the North Carolina coast now expected to get up to 40 inches.

"The Cone of Uncertainty.represents the probable track of the center of a tropical cyclone, and is formed by enclosing the area swept out by a set of circles along the forecast track (at 12, 24, 36 hours, etc)", the ESRI team explained.

Florence's forward movement during the day slowed to a near-standstill - sometimes it was going no faster than a human can walk - and that enabled it to pile on the rain.




Fountain says most storms are an inconvenience, "but Hurricane Florence will be a life-changing event for many people here in the Carolinas".

Florence was seen as a major test for the Federal Emergency Management Agency, which was heavily criticized as slow and unprepared previous year for Hurricane Maria in Puerto Rico, where the death toll was put at almost 3,000.

However, according to the latest projections, the storm might shift slightly to the south and affect Georgia with heavy rain and possible flooding.

"This is a life-threatening situation".

The ocean is moving inland ahead of Florence as storm surge begins to flood the Carolinas coast, according to the NHC.

The NHC is estimating that as many as 20 inches of rain could fall in some places along the southern North Carolina coast while bringing in excess of 10 inches of rain in parts of SC.
